The IFCN welcomes new applications to its Code of Principles beginning Jan. 16, 2024. Our website is currently under renovation, so new signatories should begin the application process by emailing their interest to info@ifcn.org with "New Signatory" in the subject line.

Organization: BOOM
Applicant: Jency Jacob
Assessor: Kanchan Kaur

Background

The applicant is a unit within a legally registered organization and details of this are easily found on its website. It has been doing pioneering work in fact-checking in the country since 2016 and has focused on fighting misinformation in the country through various means. It conducts media literacy courses, too. The applicant has published several fact checks a week for the last year and most of them focus on claims related to issues that in the public interest. It has a policy of not working with the state or any political parties and does not receive funding from any political sources.

The applicant applies the same standards of evidence and judgement for equivalent claims, irrespective of who made the claim. It does not concentrate its fact-checking on any one side and considers the importance of the claims it selects to check. It also publishes a statement on its website on how it selects claims to check. Sources are disclosed in detail. As mentioned earlier, it is not affiliated with, nor shows support for any party or politician. It also has a clear and detailed non-partisanship policy for its staff on its website.

The applicant clearly identifies all sources of evidence used in their work and provides links so that users can replicate their work. It also uses mainly primary sources, but where necessary, it takes recourse to secondary sources, too. The applicant checks all key elements of claims against more than one named source and identifies relevant interests of the sources it uses so that the readers might decide if the sources could influence the accuracy of the evidence provided.

The applicant has a page on its website detailing sources of funding accounting for 5% or more of their total revenue. The page also has the legal form in which the organization that the applicant is a part of, is registered as a for-profit company. It also makes a statement on ownership on its site—it is independent, but is a part of an organization that has other such entities, too. Its team is listed out clearly, making its organizational structure apparent on its website. Professional biographies of all significant people are listed and users can communicate with the editorial team easily.

The applicant makes a statement on its website about how it selects, researches, writes and publishes its fact checks. Most claims are selected based on their importance and reach. Evidence that seems to counter the claim as well as evidence that seems to support it is put out and the evidence is assessed using the same standards for equivalent claims, regardless of who made the claim. Where it can, the applicant seeks to contact those who made the claim to seek supporting evidence. It also encourages users to send in claims to check by various means, including social media.

Its corrections policy is easily visible and accessible on the organisation’s website. The policy clearly sets out how major mistakes are handled. Corrections have been made openly and transparently, ensuring that users are made aware of what the original and corrected versions contain. The applicant clearly informs users that they can inform the IFCN if they believe that the signatory is violating the IFCN code. It also has a link to where they can complain to the IFCN.

Assessment Conclusion

The application may be accepted.

1. When and why was your fact-checking operation started?

BOOM has been in existence since 2014 as a broad investigative journalism effort and as a full-fledged fake news busting and fact checking initiative since November 2016. We are India’s premier fact checking website, committed to bring to our readers verified facts rather than opinion. BOOM also writes pro-active fact files which serve to educate readers on key issues they might have questions about. Subjects that BOOM actively fact checks range from political, social, communal and health & medicine to products and services and even history.

 2. How many people work or volunteer in the organization and what are their roles?

At BOOM, we run a newsroom of 30 employees across English, 4 Indian languages and 2 foreign territories. The team includes fact checkers, video producers, desk editors and verification trainers. We have provided their profiles in the About Us section of the website.

 3. What different activities does your organisation carry out?

We are focussed towards fighting misinformation and disinformation across key sectors in India and its surrounding regions. Media literacy is an important vertical and we conduct both online and offline courses for journalism students, young journalists and media faculties.

 4. What are the goals of your fact-checking operation over the coming year?

We are always looking to expand our work in all allied areas that help us leverage the expertise we have built in fighting disinformation. We want to be the preferred partner not just for platforms and brands but also the backbone of any media entity - its readers. We hope to break new ground through technological innovations in fact checking and improve the quality of social media discourse by improving the accessibility to verified information. At BOOM, we are also building expertise in ground reporting and are working with in-house reporters and freelancers to bring better researched and reported stories from across the country.

  • 2.5 The applicant sets out its policy on non-partisanship for staff on its site. Save for the issues of accuracy and transparency, the applicant’s staff do not get involved in advocacy or publicise their views on policy issues the organization might fact check in such a way as might lead a reasonable member of the public to see the organization’s work as biased.

Objective and fair journalism is BOOM’s goal. So while BOOM recognises that every team member will have their own political views, there is a clear and mandatory requirement to be objective and independent while writing a fact check story. Personal biases are weeded out of every story through a clearly laid down process (Please see - https://www.boomlive.in/methodology ) that only looks at the hard facts available. Every fact check is a team play with several eyes looking at the same story to avoid the risk of any individual point of view finding its place in the story.

  • 5.5 The applicant seeks where possible to contact those who made the claim to seek supporting evidence, noting that (I) this is often not possible with online claims, (II) if the person who makes the claim fails to reply in a timely way this should not impede the fact check, (III) if a speaker adds caveats to the claim, the fact-checker should be free to continue with checking the original claim, (IV) fact-checkers may not wish to contact the person who made the claim for safety or other legitimate reasons.
