Rumor Scanner

Organization: Rumor Scanner
Applicant: Sumon Ahmed
Assessor: Dinah Fariya

Background

Rumor Scanner is a fact-checking organisation, one of a handful of fact-checking organisations in Bangladesh, providing independent and non-partisan fact checking on viral and trending rumors and fake news on social media. Fact checking is a form of critical, investigative inquiry, which is vital in a country such as Bangladesh where there is increasing evidence of threats to freedom of expression and media freeom. As of 2020, the country has 36 million social media users, and most of them use Facebook. Users frequently scroll pages and read and share newsfeeds. Interactions in this social platform have been increasing with the rise of Internet users among people of all ages. People with little education are willing to open their Facebook accounts to get into the information hub and be updated about what is going on around them. Many insidious rumors in Bangladesh are related to religion and religious politics. In the context of Bangladesh, the spread of issues is very high. In Bangladesh, where the spread of inaccurate and misleading information on digital media has sparked religious and communal violence recently such as several incidents of mob lynching and hates crime attacks, Rumor Scanner plays an important role in combatting mis- and disinformation.

Assessment Conclusion

Rumor Scanner is one of a handful of fact-checking organisations in Bangladesh, providing independent and non-partisan fact checking on viral and trending fake news on the internet. Fact checking is a form of critical, investigative inquiry, which is vital in a country such as Bangladesh. It has closely modelled its work based upon the IFCN code of principles, adhering to standards of transparency, non-partisanship, fairness and methodological rigour. Having reviewed all the changes requested specifically to its methodology section and corrections policy, providing greater clarity and more detailed information on the how it ensures adherence to the code of principles and the criteria listed under each principle. I recommend their inclusion as a signatory of the IFCN.

They have a page on their website dedicated to providing complete transparency on the funding they receive and have received thus far. Section 2: A commitment to Non-partisanship and Fairness

To be compliant on nonpartisanship and fairness, applicants must meet these five criteria

  • 2.1 The applicant fact-checks using the same high standards of evidence and judgement for equivalent claims regardless of who made the claim.
  • 2.2 The applicant does not unduly concentrate its fact-checking on any one side, considers the reach and importance of claims it selects to check and publishes a short statement on its website to set out how it selects claims to check.
  • 2.3 The applicant discloses in its fact checks relevant interests of the sources it quotes where the reader might reasonably conclude those interests could influence the accuracy of the evidence provided. It also discloses in its fact checks any commercial or other such relationships it has that a member of the public might reasonably conclude could influence the findings of the fact check.
  • 2.4 The applicant is not as an organization affiliated with nor declares or shows support for any party, any politician or political candidate, nor does it advocate for or against any policy positions on any issues save for transparency and accuracy in public debate.
  • 2.5 The applicant sets out its policy on non-partisanship for staff on its site. Save for the issues of accuracy and transparency, the applicant’s staff do not get involved in advocacy or publicise their views on policy issues the organization might fact check in such a way as might lead a reasonable member of the public to see the organization’s work as biased.

Criteria 2.1
Proof you meet criteria
Please share links to 10 fact checks published over the past year that you believe demonstrate your non-partisanship.
Please briefly explain how the fact checks selected show that (I) you use the same high standards of evidence for equivalent claims, (II) follow the same essential process for every fact check and (III) let the evidence dictate your conclusions.

Before selecting any content for data verification or fact-checking, the rumor scanner considers these queries:

• Does it impact a large number of people?

• Is the content provocative or sensitive and could potentially cause harm if left unchecked?

• If the truth of the matter is not revealed, can individuals, organizations, or groups be harmed by it?

• If the matter is not checked, can it have a huge impact on society?

• Is it difficult for the public to decide on the matter?

We explain the issues by examining various viral topics in different fields like politics, social, economic, health-medicine, etc and we have published more than 68 fact-checks on a wide variety of topics in the last six months.

We have a detailed methodology that is meticulously followed for every fact check.

Our methodology can be accessed at: https://rumorscanner.com/methodology

We follow our Non-Partisanship Policy to write any report. Our report does not attack any particular person or organization and every report is written in a completely non-partisan manner. Also, we do not mention our comments in the report.

Student and Intern fact-checkers are trained in an orientation workshop headed by the Deputy Editor about “Non-partisan Policy”.

Section 3: A commitment to Standards and Transparency of Sources

To be compliant on sources, applicants must meet these four criteria

  • 3.1 The applicant identifies the source of all significant evidence used in their fact checks, providing relevant links where the source is available online, in such a way that users can replicate their work if they wish. In cases where identifying the source would compromise the source’s personal security, the applicant provides as much detail as compatible with the source’s safety.
  • 3.2 The applicant uses the best available primary, not secondary, sources of evidence wherever suitable primary sources are available. Where suitable primary sources are not available, the applicant explains the use of a secondary source.
  • 3.3 The applicant checks all key elements of claims against more than one named source of evidence save where the one source is the only source relevant on the topic.
  • 3.4 The applicant identifies in its fact checks the relevant interests of the sources it uses where the reader might reasonably conclude those interests could influence the accuracy of the evidence provided.

Criteria 3.1

The assessor will review the applicant’s use of sources in a randomised sample of its fact checks to assess compliance. No additional evidence is required.

Sources are essential when it comes to fact-checking and linking our readers back to the sources from where we extract information is our responsibility.

We collect sources with the help of various search engines, open-source, reverse image search tools, and local and international mainstream media. For verifying any public statement we try to verify the authenticity by contacting the concerned person and conducting an interview. We also conduct expert interviews in a completely unbiased manner to interpret the report in certain cases. We provide all the sources of evidence in our every fact check report and all the evidence links are hyperlinked which are available on the Internet.

Sometimes, when there is risk that a particular post, video, page/tweet will be taken down, so we archive those and use the archived source in each of our reports for the benefit of our viewers or take screenshots of the post, video, page/tweet.

Rumor Scanner provides multiple links to the original claim, in this case social media links, as well as providing evidence usually primary sources such as reputable international and national news articles to either support and/or undermine the claim.

In cases where the link is broken or has been removed, Rumor Scanner provides a screenshot of the original claim/evidence. If there is a risk that a particular post, video, page/tweet will be taken down, they archive those and use the archived source in each of our reports for the benefit of their users.

Assessor has not come across a fact-check in which Rumor Scanner has needed to explicitly identify in its fact checks the relevant interests of the sources it uses where the reader might reasonably conclude those interests could influence the accuracy of the evidence provided. However, for the user it would be helpful for Rumor Scanner to identify and provide a brief statement in its fact checks on the relevant interests of the sources it uses specifically in fact-checks where national and international newspapers are cited as sources, the interests and political alignment of these media outlets should be stated.

Request Changes:

- In the methodology policy, Rumor Scanner should provide more clarity the roles and responsibilitiies of staff members involved at each step of the methdology, for news factchecks, video factchecks, and trending rumors.

- Rumor Scanner should provide more detailed explanation of how the team conducts the fact-checking process and how it ensures that the process is non-partisan? E.g. During the research stage: When verifying the authenticity of a statement, how exactly they conduct interviews in an unbiased manner?

- Rumor Scanner should provide explanation how do they assess reliability of the main sources.

- Rumor Scanner primarily relies on national and international media outlets as sources for checking the claims of its fact-checking, however, the independence freedom of national media outlets can be called into question in a country such as Bangladesh. They should provide a statement about disclosing the interests of the newspaper sources it cites in its fact-checks.

- In cases where identifying the source would compromise the source’s personal security, how does Rumor Scanner handle this? Provide a statement in the methodology.

- How does Rumor Scanner approach fact-checks that are politically sensitive, what strategy do they employ to maintain integrity and provide unbiased information on it? Rumor Scanner should explicitly clarify this in the methodology section, particularly in the context of the Digital Security Act.

- What happens when there is a disagreement on the rating of a fact-check? How does Rumor Scanner handle this? Provide a statement in the methodology.

- Ratings: Rumor Scanner should provide clear definitions for each rating label.

Question:

- Why does Rumor Scanner not verify against other primary or secondary sources such as academic journals, databases from reputable institution, international organisations, independent media, etc?

- Corrections Policy should explain how it handles different categories of errors in fact-checks:

- 1. errors of fact that do not impact the rating or do not change the general outlook of the fact-check. How is the fact-check updated? Does it receive a separate kind of labelling?

- 2. Typos, grammatical errors, misspellings - How are these corrected by Rumor Scanner? Are they marked with a correction label or not?
